Before the three farm laws became full-fledged Acts of Parliament, they were initially promulgated as Ordinances by the President of India [“President”]. Article 123 of the Constitution of India [“Constitution”] empowers President (or rather Council of Ministers headed by the Prime Minister of India) to promulgate Ordinance with a view to meet any unforeseen or urgent situation arising in the country
